If you're looking to reassign who the PM for a bunch of projects the best way to do that is by using the bulk action feature on the projects page.

TL;DR:
- Filter to see the projects you want to (in this case all the DONE status + PM)
- Bulk edit
- Check the boxes for the porjects
- Reassign the PM
