How do notifications work for participant tasks?

Doesn’t the assignee of the participant task have to SEND it to the participants? As I recall there is a “send” link whenever the assignee is ready for the participants to be notified.

You are correct! The assignee must click “Send Participant Assignments” on the task card. Once they’ve sent it, they will see that they can resend it by clicking the “Resend Participant Assignments” as shown in the screenshot below:
It’s worth noting that you’ll only see the “Send Participant Assignments” button when the task’s dependency has been met!
